I spoke with the local AutoDealers Association who were very interested and contacted the dealer on my behalf.
A meeting was arranged and a manager demonstrated an interest and oversaw an estimate for my paint requirements.
Unfortunately that was the last I heard of him since he has not called me as promised after an additional week has gone by.
Perhaps he is hoping I will forget about it or have an accident.
I have sent an email query as to his missing phone call and am wondering if perhaps he has had an accident?
I will keep updating as progess or lack thereof takes place.

Here is a 411 for purchasers of a GM Certified used vehicle.
Should some work have been done on your Certified vehicle in secret that is not on the work history such as 'paint'.
When it fails GM and the dealer will tell you that it is not under warrantee because it was not a GM repair.
In my case front end paint - I did not notice it - it was not in the work history - it failed badly - they said - tough luck - we understand how you feel.
Bottom line - inspect that certified vehicle to death before you buy.
